Betfair Exchange API vs PuntersEdge: exchange prices or bookmaker prices

These are different things. The Betfair Exchange API is the exchange itself: back and lay prices, traded volume and Betfair's starting price, and you can bet through it. PuntersEdge is the bookmakers: each Australian bookmaker's fixed win and place price on every race, kept as a closing-line archive and joined to results. Betfair's exchange prices are not in any PuntersEdge response. If you need exchange prices, use Betfair.

Using both

A serious racing operation often runs both. Use Betfair under your own account for what only an exchange gives you: lay prices, traded volume, BSP and your own bets. Use PuntersEdge for what the bookmakers did: which book had the top price on each runner, where each one closed, and whether the bets you placed with them beat the close.

Keep the two feeds apart in anything you publish. Betfair's data stays under Betfair's terms, and Betfair Australia's terms require its written consent before its price data is used commercially (their terms). Comparing a bookmaker's price with the exchange is something to build on your side, for your own use.

Can I use a live Betfair key just to read prices?

No. Betfair's developer support site says read-only access with a live application key is not permitted (their docs). PuntersEdge is read-only by design, for bookmaker prices.
