Are the prices fractional or decimal?

Decimal, in every response. This page shows a fraction where a decimal sits exactly on the UK fractional ladder (4.00 is 3/1, 1.91 is 10/11) and shows the decimal itself where it does not, which is usual for the Australian bookmakers.

Which bookmakers price British and Irish racing?

Ladbrokes / Coral, William Hill and Betway, each under its own bookmaker key, plus the Australian bookmakers that price British and Irish meetings. The table on this page is measured from today's card and the archive, so it shows what is quoted now rather than a roster.

What time zone are the start times in?

UTC, as ISO 8601 with a trailing Z, on every race and every closing line. This page converts them to London time for display; your code should do its own conversion.

Do you serve starting prices or results for British and Irish races?

Not at present. The results feed covers Australian and New Zealand racing. British and Irish races carry fixed odds and an archived closing price, without finishing positions, starting prices or dividends.

How is the place price worked out for the UK bookmakers?

UK bookmakers publish each-way terms rather than a place market. place_price is derived from them: one plus the win odds multiplied by the each-way fraction the bookmaker publishes for that race, and places_paid on the race is the number of places those terms pay. The Australian bookmakers quote a place market directly.
